    Examples of feedback CWCB worked to Include:

    •Leading with Water Conservation – the first solution to consider.
    •Enumerating local tools (financing solutions, 1041 powers; easements, etc.)
    •Attempt to identify Climate Change is present tense.
    •Leaning-in more on recreation, enumerating and recognizing that environmental needs and recreational needs may be different.
    •Importance of return flows in telling the story Agriculture and municipal use.
    •Reaffirming both prior appropriation and the desire for flexibility.


    Examples of feedback that conflicted with sideboards:

    •Staffing, budget, board reorganization, hiring, etc.
    •Mandates to other agencies or local authorities.
    •Implying a requirement where one does not exist.
    •Major changes to the publically vetted BIP text in Chapter 4.
    •Adding research or language that may not have been fully vetted.
    •Creating new objective measures for the 2050 planning horizon.
